It's actually Chromium with command line parameters to setup the address and the window.  The OpenAuto applications shortcut does the heavy lifting, and I made a custom icon for it:

/home/pi/.openauto/config/openauto_applications.ini

The Stack instrumentation uses physical buttons to navigate the instrument menus:
   

I used a 4 Relay Pi Hat option added to the Raspberry Pi box running OAP:
   
   

And then I wrote a Python 3 (tkinter GUI) relay control app to replace the physical buttons and complete the integration. It runs natively on the same box running OAP.

Very good job organizing the cables and the box you made! Can you tell me, what is that extension cable going to? is it an sdcard extension? If yes, can you provide a link?

The box is 3D printed. (I did not make it - bought it from John Freund)

I'm not sure which extension cable you are referring to (so many cables!)  The wires from the relay hat go to the Stack instrument cluster wiring harness.

Other cables go to vehicle power with reverse camera signal input, LED logging indicator output, HDMI input for backup camera, mini HDMI output for 1920x1200 7" screen, USB for touch screen input, USBC to power the touch screen, USB ECMLink data logging cable input from the vehicle ECU diagnostics port.

You have circled the Camera HDMI connector (full size), with ribbon cable that connects to the Pi4b motherboard.  I don't know where he sourced this part.
