My OAP is the most current version.
The pi4 has had it's firmware updated and upgraded.
When I enter a Bluetooth scan either in the command line or the GUI it's just blank as if there is no Bluetooth device to be discovered. Additionally my phone (have tried a Samsung s9 and s21) does not detect any Bluetooth devices.
Simply switching to an SD card with bare raspberrypi OS allows a typical Bluetooth connection in a matter of seconds using the GUI.
I even tried using Crankshaft to see if it is something that has been addressed elsewhere, it also did not work.
BTW I'm pretty new to using pi so I'm still missing the understanding of the code and commands being used but I'm trying.

i don't know if this is still relevant for you but i've had the same issue today. I ordered the same TP-Link UB500 Adapter and couldn't get it to work. After "some" research i found out that TP-Link used a Realtek chip.
RTL7861b to be exact.
I downloaded the drivers for that chip and added the file extension ".bin" and moved everything to /lib/firmware/rtl_bt
After you moved everything in there reboot and voilá it worked!

Note:
You don't need to add the extension. Just drop the files in the folder and reboot.

Sadly I couldnt get the automatic pairing to work so I just replaced it with a cheaper BT4.0 adapter. If you want to save yourselves a headache I'd recommend you to also do so.
This is the one I got:

Trust me with this and toss the TP-Link garbage in the bin.
