As of Raspbian Buster it is more tricky to set overscan parameters. It is only possible for CEA mode which you must enable by adding hdmi_group=1. Also it is mandatory to set overscan_scale=1.
Lines that begin by # are treated as comments and will not be taken into consideration. You must remove # to changes take effect. https://www.raspberrypi.org/documentatio...t/video.md Please try to add below lines to your /boot/config.txt and then adjust overscan_/left/right/top/bottom parameters:

If you are using analog output (RCA) from Raspberry you need to go with rpi-update release, which is considered as unstable, but works perfect for me

I try sudo rpi-update and the same problem
