I just did as you suggested to rotate the screen using the preference menu. The display is rotated but the touchscreen did not move with it. The touch is still in the normal place when not rotated. So I rotated the display back but it is upside down as you can see in the attached pictures. The enclosure you see is how it goes in the dashboard. In other words the menu bar is on the oposite side of the power connector. I need it on the same side as the power connector. I have done this in the past with no problem with other versions, I'm at a loss and don't know what to do other than go back to version 9.2 again which I'd rather not do.

Looks like newest Raspberry PI firmware affected screen rotation. You can try to calibrate touch inputs according to the rotation.
