Did you try the USB SSD with the Rpi 4? I've heard that the beta boot loader that support USB Boot works is good enough for daily usage. RPI4 now support USB Attached SCSI (UAS) over USB 3.0 boosting IOPS by a lot compared to RPI3.
Honestly, I'm fine with ~25 secs with a SanDisk High Endurance SD card (Stock OAP 9.1 image). My previous android 8.0 radio (PX5,4gb ram,32gb eMMC) when booting from cold state could take 1 minute easily.
